Howard County Library System Announces Marcy Leonard as New Chief Operating Officer for Public Services
ELLICOTT CITY, MD — Howard County Library System (HCLS) recently announced Marcy Leonard will be its new Chief Operating Officer for Public Services beginning September 9.
HCLS President & CEO Tonya Aikens states, “We are thrilled to welcome Marcy to our team. She brings a wealth of experience to this role, which leads the public service delivery of educational opportunities across all our branches and provides leadership direction and development to our public services staff.
Marcy is a seasoned leader with a commitment to equity and demonstrated record of transformational leadership, collaboration, and community engagement. Her work and values align with our commitment to creating an empowered community where all people reach their potential.”
Leonard notes, “Our libraries are magical spaces for learning, connection, growth, and equity, and I am deeply grateful for the opportunity to serve our community by joining Howard County Library System. I have lived in Howard County for more than 40 years, and the library has been a safe and joyous space for me throughout my childhood and as an adult. I am honored to support the work of HCLS to co-create belonging and knowledge for the next generations in our community.”
She brings 30 years of education and leadership experience to this role, most recently serving as principal at Wilde Lake High School and prior to that, Community Superintendent for HCPSS and principal at Atholton and Hammond High Schools.
She is active in the community, serving on the Board of Trustees for the Community Foundation of Howard County and the Board of Directors for Maryland Leadership Workshops and OhanaHC (as a founding member).
A graduate of the Leadership Howard County Premier Class of 2019, her work has been widely recognized, including being named Howard Magazine’s Principal of the Year 12 times, receiving the Bright Minds Educational Foundation Outstanding HCPSS Alumni Award in 2024, and The Washington Post’s Distinguished Educational Leadership Award in 2012.
She succeeds Lew Belfont, who has assumed a new position as Chief for Customer Service.
