Police Arrest Da’quan Shaheim Smith in Ellicott City Hit-and-Run

The Howard County Police Department released information today on the arrest of Da’quan Shaheim Smith, 22, of Baltimore. Smith is charged with manslaughter by vehicle and other related charges in the death of 77-year-old Soon Ja Chung of Ellicott City. Through investigation, police located the driver of the automobile, which was determined to have been a Nissan stolen from a neighboring jurisdiction.

On January 20, 2024, according to police, Chung was struck by a vehicle while she was walking in a pedestrian crosswalk in Ellicott City. The vehicle, identified as a 2013-2018 silver Nissan Altima, was traveling east on Baltimore National Pike at Ridge Road when it struck Chung at approximately 4:55 p.m.

The striking vehicle did not stop, continuing east. Soon had been transported to University of Maryland Shock Trauma Center where she was pronounced dead. At the time of the initial investigation police asked for help from witnesses to resolve the case.
